UESO Mission
The Palawan State University shall pursue extension programs that promote sustainability by enhancing leadership and governance,
entrepreneurship, and environmental and cultural integrity while strengthening community resilience.

UESO Goals
Community empowerment for sustainable development and self reliance through the conservation and development of natural resources,
empowerment of partner communities, preservation of local culture and indigenous knowledge practices, and generation of funds to help sustain
extension programs.

UESO Objectives
The University Research Services Office shall have the following objectives:
1. Implementation of extension projects;
2. Extension project progress monitoring;
3. Conduct of training, technology and knowledge transfer activities to communities;
4. Conduct of impact evaluation projects and other researches in extension;
5. Management and operation of techno-demo farms; and
6. Conduct project client satisfaction evaluation

Unit’s Main Thrust

To help attain the objectives of the Philippine Higher Education Reform’s objectives, particularly in raising educational outcomes and increasing the social relevance of PSU’s developmental functions, the ESO has shifted its flagship extension program to ecotourism.

With ecotourism, the ESO can help develop a responsible tourism industry in the Province that conserves the environment while enhancing its socioeconomy. This is also in keeping with the vision of Palawan State University “to provide an excellent and relevant higher education for sustainable development.”

Two Major Programs of UESO

As in the past, two major extension programs have been undertaken. These are: (1) the university-based extension which involves the operation of model projects to demonstrate to local communities sustainable yet economically viable use of resources; and (2) the college-based extension programs, which will distinguish Palawan as a nature-based tourism destination that provides responsible travel by enhancing local government unit leadership, community participation and local entrepreneurship; and by promoting environmental education, respect for local culture and use of appropriate design and technology while meeting customer satisfaction of an enjoyable and nature conserving experience in the Province.

It is a crucial consideration in the program implementation that partner communities do not just learn and earn. All four spheres (environmental, economic, social and cultural) must be equally considered to attain the following outcomes: conservation and development of the natural resources (not degraded), more entrepreneurial activities for locals to increase income, preserved local culture and indigenous knowledge systems and practices, enhanced local people’s involvement especially in decision making, and finally generation of funds through the University’s model projects to sustain operation of the University’s extension programs.

PSU Extension Agenda

With the main goal of helping to conserve the environment and sustain the viability of ecotourism development in Palawan, extension efforts of
Palawan State University will be geared towards the attainment of the following extension agenda which are deemed vital to ecotourism and
environmental sustainability:
1. Economics, Entrepreneurship, and Livelihood Enhancement
2. Environmental IEC and Culture Sensitivity
3. Hospitality and Tourism Industry Enhancement
4. Agriculture, Environmental Protection, Conservation and Resource Management
5. Promotive and Preventive Health, Nutrition and Gender Sensitivity
6. Engineering, Architecture and Appropriate Technology
7. Disaster Risk Management and Governance
8. Literacy and Livelihood Learning Systems
9. Leadership Enhancement and Governance

The above is also hoped to synchronize efforts not only of PSU different Colleges but also help the different organizations involved outside the University put together their efforts. With PSU Colleges’ partnership with these external stakeholders and their catalytic efforts for the different agencies to work collaboratively, vital players and stakeholders for viable ecotourism in Palawan are hoped to refocus, recombine and coordinate initiatives towards sustainable development in Palawan that recognizes more local initiatives and consider participation of smaller local entrepreneurs.
