BIONOTE OF VPRDE

Dr. Marjorie A. Española is a highly accomplished educator and researcher with decades of experience in the field. She is a professor and a publishing researcher at the Palawan State University Graduate School and serving as the Palawan State University Vice President for Research, Development and Extension previously the Palawan State University Research Director, Campus Director at PSU Cuyo for several years, as well as the Research and Extension Director of the said campus. Her expertise is in Administration, Sociology, Education Management, Education leadership, and Philosophy. She has published several research papers and presented her research at various conferences. She also engages in external collaboration on research publications. Dr. Española continuously advances her capabilities and has a passion for continuous learning where she completed her Coursera course – a U.S.-based massive open online course provider founded in 2012 by Stanford University. Dr. Española fulfilled the program, covering leadership, education, management, marketing strategies, and psychology.

  • Harmonize and make relevant programs, projects and activities of the university and harness the university’s pool of academic professionals to become active practitioners of research and extension responding to the needs of its clientele. 

VPRDE Vision

  • By 2040, the University's research and extension programs, projects, and activities will have significantly improved the socioeconomic status of Palawan and the MIMAROPA region's stakeholders.

VPRDE Objectives:

  • Supervise the operations of the university research office, university extension office, and affiliated units under the division.
  • Formulate and implement administrative policies and procedures concerning research and extension.
  • Coordinate the effective functioning of the offices under the division.
  • Supervise and coordinate the preparation of periodic and other required reports.
  • Coordinate the preparation of annual budget estimates for the sections under the division.
  • Disseminate the division's accomplishments using appropriate media (such as newsletter, media kit, brochure, webpage).

These mission, vision, and objectives reflect the OVPRDE's commitment to promoting research and extension activities that contribute to the development of Palawan and the MIMAROPA region.

INTERNATIONAL CONSORTIA

University Incubator Consortium is a joint initiative between our university consortium partners across the Asean, India and African region that aims to build capacity in supporting start-ups, promoting the exchange of knowledge and skills, and sharing of resources. Our program offers a diverse range of opportunities for participants to take their business ideas to the next level, including:

  • Mutual visits with students/staff participation
  • Access to supports and facilities in our state-of-the-art incubation centre
  • Jointly organising ideation bootcamp, competition and accelerator programs
  • Providing mentor sharing and training sessions for start-up and spin-off companies
  • Providing advisory services on regulatory requirements and understanding of the market
  • Providing guidance relating to regulatory requirements, venture capitalists or angel investors\
  • Undertaking joint research in entrepreneurship
  • Sharing curriculum and teaching materials relating to entrepreneurship programs
  • Developing new programs relating to entrepreneurship.
  • Our program is designed to create an access gateway that provide participants with the tools, knowledge, and networks necessary to turn their business ideas into successful companies.

Established in 2002, the Asian Association of Business Incubation (AABI) is a multilateral incubation network that focuses on building entrepreneurship collaboration framework in the Asia-Pacific region. Our mission is to promote cross-border collaboration among incubators, companies and related organizations in the Asia-Pacific region, encouraging sustainable partnership among relevant stakeholders and supporting ambitious tech-SMEs in scaling-up globally. Till now, AABI has collaborated with both AABI Association Members and AABI Incubator Members from 20+countries and regions.

REGIONAL CONSORTIA

The MIMAROPA Health Research and Development Consortium (MHRDC) is one of the country’s 17 consortia with the guidance and assistance of the Philippine Council for Health Research and Development (PCHRD). Being founded only in 2010, the consortium is considered the youngest among all the consortia. The MHRDC started with 15 member-agencies, namely: Department of Science and Technology – MIMAROPA, Commission on Higher Education – MIMAROPA, Department of Health – MIMAROPA, National Economic and Development Authority – MIMAROPA, Department of Social Welfare and Development – MIMAROPA, Commission on Population, Ospital ng Palawan, Romblon Provincial Hospital, Occidental Mindoro State College, Mindoro State College of Agriculture and Technology, Marinduque State College, Romblon State University, Palawan State University, Holy Trinity University, and Palawan Polytechnic College, Inc. The MHRDC serves as a center for health research and development as with the promotion of health with the highest ethical standards.

MiMaRoPa Agriculture, Aquatic and Natural Resources Research and Development Consortium (MAARRDEC) is the newest R&D consortium under the Department of Science and Technology- Philippine Council of Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) with ten (10) founding institutions including the six (6) MIMAROPA State Universities and Colleges (SUCs) and 3 Regional Line-Agencies (RLAs). The consortium was established on March 12, 2019 with the Mindoro State College of Agriculture and Technology (MinSCAT), now Mindoro State University (MinSU) serving as its first and present host institution.

In mutual commitment to contribute to the national economic growth through agri- aqua and ecotourism development along with PCAARRD in the Regions platform, the consortium recognizes the unique socioeconomic and geographical features of its five island provinces – Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan (MIMAROPA) and focuses on addressing specific needs and R&D concerns of the region’s agriculture, aquatic and natural resources (AANR) sector.

A total of twelve (12) Consortium Member Institutions (CMIs) provide a joint planning, monitoring, evaluation and sharing of resources. Among which are six (6) State Universities and Colleges (SUCs); two (2) DOST offices; three (3) DA offices and one (1) NGO. Ten (10) of them are R&D implementing agencies while the other two are non-R&D implementing bodies.

Executive Order 103 signed on May 7, 2002 dividing Region IV (Southern Tagalog) into Region IV-A (CALABARZON) and Region IV-B (MIMAROPA) to focus on economic development and facilitate delivery of social services spurred the creation of the Regional Research, Development, and Extension Consortium for MIMAROPA.  On May 9, 2008, the SUC Presidents agreed to have a separate R& D consortium for the MIMAROPA Region. The initial name introduced was MIMAROPA Agricultural Resources Research, Development and Extension Consortium (MARRDEC). On July 30, 2009, the name MARRDEC was changed to Southern Tagalog Islands Research Development Consortium (STIRDC) to accelerate the growth of the island provinces of MIMAROPA.

The Consortium is intended to serve as a venue for planning, implementing, monitoring and evaluating regional R, D & E programs that cover various disciplinary areas of scientific and technological fields, and for capability building of researchers.  The consortium concept relies on the combined individual strengths and capabilities of the member-agencies in carrying out their given mandates in coming up with regional S & T agenda

Originally named the Special Committee on Research and Development, the Regional Research, Development and Innovation Committee (RRDIC) was established on December 6, 2016, under the Regional Development Council (RDC) Western Visayas. Its primary objective is to address the challenges and gaps in regional socio-economic development by ensuring that research, innovations, and other science and technology projects are pertinent, responsive, and aligned with regional development priorities

The RRDIC plays a pivotal role in fostering an enabling environment for researchers, engineers, and innovators to enhance their productivity. Additionally, the committee is
tasked with formulating policies to expedite the advancement of science, technology, and innovation (STI) in the region.

The Regional Inclusive Innovation in MIMAROPA (RIIM) is an initiative under the MIMAROPA Regional Research, Development, and Innovation Committee (RRDIC) that aims to institutionalize efforts in engaging the academe, industry, regional line agencies, and other relevant stakeholders and collaborate towards commercialization of market-oriented research and the development of outputs that leads to increased regional competitiveness.

RIIM was formalized through a collaborative engagement as enablers of the Innovation Ecosystem, which is the beginning of several activities toward an inclusive, innovative MIMAROPA. The RIIM aims to strengthen partnerships for the implementation of Research, Development, and Innovation (RDI) activities in the region.

 

The MVINet is a consortium initiated by DOST-MIMAROPA aimed at strengthening startups and technopreneurship in the region. It operates as a collaborative and interconnected network that includes incubators, facilities, and individuals engaging with international networks in the ASEAN region and the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA). MVINet comprises key stakeholders in the innovation ecosystem within the region, such as DOST-MIMAROPA, technology-business incubators (TBI) affiliated with MIMAROPA State Universities and Colleges, local government units, and E3 Hubs—a TBI based in Malaysia. This initiative will further enhance the role of TBIs in nurturing and empowering aspiring technopreneurs in our region to participate in a globally competitive economy.
