The Vice President for Academic Affairs (VPAA) shall be appointed/designated by the University President subject to confirmation by the Board of Regents. As head of the Academic Affairs Division, the VPAA shall be directly responsible to the President for carrying out the educational policies and programs of the University and supervising curricular, instructional, and other academic activities of the University.

Functions of OVPAA
1. Development of Academic Policies and Programs
  • Formulate, review, and endorse academic policies and programs
  • Review and endorse new/revised curricular programs
  • Review and endorse new/revised instructional materials
  • Review and approve 100% of faculty workload within the prescribed period
  • Act upon 100% of requests and other issues/concerns under the Academic Affairs within the prescribed period to ensure effective implementation of academic policies and programs
2. Monitor and Evaluate Academic Plans and Reports
  • Review and set OPCR targets of all units under the Academic Affairs
  • Ensure that 100% of OPCRs were submitted and evaluated within the prescribed period
  • Ensure that 100% of IPCRs were submitted and evaluated within the prescribed period
  • Monitor the quarterly and annual accomplishments of all units under the Academic Affairs
  • Prepare annual accomplishment report for the Academic Affairs
  • Conduct meetings with deans and/or directors
3. Faculty and Academic Staff Development
  • Spearhead activities/meetings of the Faculty Development Committee
  • Spearhead activities/meetings of the Personnel Selection Board for Faculty
  • Act upon 100% of requests for fellowships, scholarships, and training grants for faculty and academic staff within the prescribed period
  • Act upon 100% of requests for endorsement on attendance to trainings, seminars, fora, workshops, and conferences of faculty and academic staff within the prescribed period
4. Financial and Administrative Matters
  • Ensure that 100% of units under the Academic Affairs submitted PPMP, APP, IOB, WFP, & PRE within the prescribed period
  • Review and endorse 100% of proposals for academic facilities upgrading and equipment acquisitions submitted by units under the Academic Affairs
  • At least 91% obligations budget utilization rate by all units under the Academic Affairs
  • Act upon 100% of financial-related documents under the Academic Affairs within the prescribed period
  • Act upon 100% of administrative-related documents under the Academic Affairs within the prescribed period
5. Representation of the University President
  • Act upon 100% of documents and issues/concerns inherent to the authority as delegated Officer-in-Charge
  • Represent the President in meetings/activities as delegated
