Palawan State University officially opened its month-long celebration of the 126th Philippine Civil Service Anniversary (PCSA) on September 1, 2026, at the PalawanSU Gymnasium, with activities centered on faith, patriotism, recognition, and employee wellness.
The celebration began with a Thanksgiving Mass presided over by Fr. Eleno M. Matas, followed by the traditional Flag Raising Ceremony led by the College of Business and Accountancy (CBA). The main program formally opened with the remarks of Dr. Merlina G. Rago, OIC-Vice President for Finance and Administration.
In his message, University President Dr. Venzon L. Limpiada recognized the dedication and contributions of PalawanSU employees in carrying out the University’s mandate. He encouraged personnel to look beyond performing routine responsibilities and to embody the values of “Puso, Dangal, at Galing para sa Bayan,” the theme of this year’s PCSA celebration.
President Limpiada emphasized that every employee, regardless of position or rank, plays an important role in advancing the University’s goals and strengthening its service to students, stakeholders, and the community. He called on the PalawanSU workforce to perform their duties with commitment, integrity, and excellence.
CHED MIMAROPA Regional Director Prof. Edna Imelda F. Legazpi, the event’s guest speaker, also shared her reflections on public service, drawing from her 25 years of service at Palawan State University. Opening her message with traditional Cuyuno greetings, Director Legazpi emphasized that public service comes with responsibility and that the quality of service is reflected in how people are treated.
She reminded PalawanSU personnel that their work should ultimately make a positive difference in the lives of the people they serve, encouraging everyone to perform their roles with respect, compassion, and a commitment to helping others.
The program continued with the presentation of the PRAISE Awards, recognizing outstanding employees and units for their contributions to the University. A commitment wall signing ceremony followed, led by President Limpiada and joined by university officials, faculty, and staff as a symbolic reaffirmation of their commitment to public service.
Mr. Francisco III O. Baluyut, Supervising Administrative Officer for Administration, delivered the closing remarks.
The opening celebration concluded with a Zumbayanihan session led by the Bachelor of Physical Education (BPEd) Department, bringing employees together for an engaging wellness activity and setting the tone for the succeeding activities of the month-long 126th PCSA celebration.
