Palawan State University (PalawanSU) and the Commission on Higher Education (CHED) have officially signed a Memorandum of Agreement (MOA) in relation to the Doktor Para Sa Bayan Act. The signing ceremony took place on January 24, 2024, at the Palawan State University Hostel, and was attended by CHED Regional Director Atty. Joselito C. Alisuag and University President Dr. Ramon M. Docto. This agreement signifies the collaboration between CHED and PalawanSU for the implementation of the Medical Scholarship and Return Service (MSRS) Program.
The MOA, in accordance with Republic Act No. 11509, also known as the “Doktor Para Sa Bayan” Act, aims to establish the MSRS Program within the PalawanSU School of Medicine. This program is designed to support exceptional medical students in pursuing their education and training in the field of health and medicine. To ensure their integration into the public health and medical service systems, these students will be required to render service in government public health offices, hospitals, or underserved municipalities across various provinces.
The Palawan State University’s School of Medicine holds the distinction of being the first medical school in both the province of Palawan and the MIMAROPA Region. Its establishment in 2023 was a strategic response to address the growing demand for healthcare professionals in both rural and urban communities within Palawan. By providing quality medical education and training, the School of Medicine aims to equip students with the necessary skills and knowledge to serve the health needs of the local population.
The signing of the MOA between PalawanSU and CHED sets the stage for the effective implementation of the MSRS Program, which will contribute to the development of competent medical professionals who will make a significant impact on public health and medical services in underserved areas. Through this partnership, CHED and PalawanSU demonstrate their commitment to nurturing the next generation of healthcare practitioners and addressing the healthcare disparities in the region.
