Palawan State University (PalawanSU) formally launched its month-long celebration of the 125th Philippine Civil Service Anniversary today, September 1, 2025, at the University Gymnasium. This year’s observance carries the theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan” in honor of government workers’ commitment and excellence in public service.
The celebration began with a Holy Mass presided by Rev. Fr. Jayson Resurrecion, whose homily emphasized the value of wholehearted service. This was followed by the flag ceremony led by the College of Business and Accountancy, with the PSU Singers lending their voices to the national and institutional hymns.
Vice President for Finance and Administration Dr. Venzon L. Limpiada delivered the welcome remarks, urging employees to embody dedication and integrity in their respective offices. University President Dr. Ramon M. Docto then gave an inspirational message, underscoring the responsibility of every civil servant to prioritize service to students and the wider community as a reflection of true public service.
Cultural pride was highlighted through a spirited performance by the Sining Palawan Dance Troupe, showcasing vibrant Filipino dances. Afterwards, Supervising Administrative Officer and Acting HRMO Mr. Francisco III O. Baluyut presented an overview of the activities lined up for the 2025 PCSA Month celebration.
One of the program highlights was the PRAISE (Program on Awards and Incentives for Service Excellence) Awarding, led by the OHRMD–Rewards and Recognition Unit, which recognized employees and offices with perfect attendance as a testament to discipline and consistency in public service.
Expressions of solidarity for the event and for PalawanSU’s workforce were also delivered by Mr. Rachell Caputilla, Vice-President of the Association of PSU Administrative Personnel (APSUAP); Prof. Jonathan Dangan, Executive Vice-President of the Faculty Union; and Prof. Editha B. Estrella, President of the Faculty and Staff Club.
This was followed by the presentation of Certificates of Program Compliance (COPC) to the campuses of Narra, El Nido, Quezon, and Rizal, as well as PCAT Cuyo and the main College of Engineering. These recognitions, granted for multiple undergraduate programs, mark a significant milestone that raises the University’s overall undergraduate program compliance to an impressive 99%. Newly certified programs include BS Criminology, BS Information Technology, BS Agriculture, BS Environmental Science, BS Entrepreneurship, BS Industrial Technology, and various engineering specializations. The successful awarding of COPCs affirms that PalawanSU’s academic programs across its campuses meet the rigorous quality standards set by the Commission on Higher Education (CHED).
The morning program concluded with closing remarks from Dr. Nelly I. Mendoza, followed by the lively Zumbayani, where employees and students enthusiastically joined a group fitness session to promote wellness and camaraderie.
In the afternoon, the celebration continued with the opening of the University Trade Fair at Narra Grove, featuring local products, services, and exhibits that reflect both creativity and enterprise.
PalawanSU’s observance of Civil Service Month will continue throughout September with a series of activities aimed at fostering excellence, unity, and well-being among its workforce, further strengthening its role as a pillar of education and public service in the MIMAROPA Region.
