On July 7, 2026, Palawan State University (PalawanSU) officially marked a historic transition in its leadership during a solemn and celebratory Turnover Ceremony, ushering in the new administration of Dr. Venzon L. Limpiada as the institution’s newly installed University President.
The historic day’s events commenced in the morning with a Thanksgiving Mass held at the Administration Building Lobby, setting a grateful and reflective tone for the university community. The afternoon session, held at the PalawanSU Amphitheater, officially opened with a solemn Doxology and the National Anthem, beautifully rendered by the PalawanSU Singers. Following this, Prof. Marissa S. Pontillas, the Outgoing Officer-in-Charge (OIC) of the Office of the University President, delivered a heartfelt Welcome Message and Challenge to the incoming administration. Drawing from the wisdom of her two distinct tenures of leadership at the university, she reminded the body that true leadership is defined by selfless service rather than power, prestige, or personal gain. She noted that while a path free of leadership responsibilities offers comfort, it ultimately lacks institutional impact and meaning. Prof. Pontillas concluded her address with a powerful challenge to incoming President Dr. Limpiada and the entire PalawanSU community to embody principled leadership by remaining “the right kind of difficult”—specifically meaning steadfast against deception, compromise, discouragement, and apathy—ensuring a collaborative and unyielding pursuit of academic excellence.
Following a vibrant cultural performance by the Sining Palawan Dance Troupe, the pivotal moment of the event took place during the Symbolic Turnover, featuring the traditional passing of the University Mace and Ring. This leadership transition was met with overwhelming solidarity from various pillars of the PalawanSU community, expressed through a series of dedicated messages of support. Words of encouragement and commitment were shared by Hon. Janet B. Oab (Faculty Regent) for the Faculty Union, Mr. Francisco III O. Baluyut (Supervising Administrative Officer and OIC of the Office of Human Resource Management and Development) representing the Association of Palawan State University Administrative Personnel (APSUAP), and Prof. Editha B. Estrella (Integrated Laboratory Schools Principal) on behalf of the Faculty and Staff Club, Inc. The Student Federation also expressed its support through a dedicated Audio-Visual Presentation, followed by supportive messages from Hon. Glenn D. Vallejo (Alumni Regent) for the Alumni Organization, and Hon. Maria Chona J. Lacao-Sibal (Member, PalawanSU Board of Regents) representing the private sector.
The highlight of the afternoon arrived after another moving musical offering by the PalawanSU Singers, leading into the highly anticipated President’s Address. In his inaugural message of commitment, Dr. Venzon L. Limpiada officially assumed the presidency of Palawan State University, framing his appointment as the culmination of a profound 28-year journey with the institution that evolved from student to employee, and now to chief executive. Expressing deep gratitude to past leaders, mentors, and the wider university community, he championed a leadership philosophy of collective stewardship rather than individual ownership, describing the presidency as a sacred trust and a shared effort. Guided by his administration’s core principle of “Prinsipyo ang Gabay, Sikap ang Sandata, at Unlad ang Layon”, he called for a healthy rotation of leadership and challenged his management team to immediately hit the ground running to meet the high expectations of PalawanSU’s stakeholders. To kickstart this new era, President Limpiada announced an aggressive 100-Day Action Plan divided into five critical operational pillars. This immediate strategy encompasses structural reorganization and participatory governance—notably through the creation of a Presidential Student Advisory Council—alongside a comprehensive policy overhaul and the aggressive decentralization of procurement and hiring to empower external campuses.
Furthermore, the plan mandates a full-scale digital transformation to eliminate bureaucracy, an immediate physical campus facelift prioritizing urgent restroom repairs and infrastructure and streets/roads naming, and the strengthening of strategic partnerships with Local Government Units (LGUs) and external stakeholders. These immediate operational targets are designed to anchor a broader, long-term roadmap known as the six-point IGNITE Strategic Development Goals, which focus on decentralized growth, glocal research, advanced technology, holistic learner success, transformative learning, and workforce excellence. These strategic initiatives converge under the university’s proud branding of Pagbanwak (ascension), which was originally launched during PalawanSU’s 60th founding anniversary. Looking ahead, President Limpiada directed his team to immediately define their Key Performance Indicators (KPIs) against these baselines, noting that the comprehensive details of this re-imagined future will be officially unveiled during his upcoming formal investiture on September 23, 2026.
The historic event concluded with the entire assembly joining together for a unified community singing of the PalawanSU Hymn, symbolizing a united front as the university steps into its promising new chapter.
