A significant step towards revolutionizing teacher licensing was taken with the ceremonial signing of the Joint Memorandum Circular on the Alignment of the Board Licensure Examination for Professional Teachers (BLEPT) on April 10, 2025, at Malacañan Palace.

This joint agreement between the Teacher Education Council (TEC), the Commission on Higher Education (CHED), and the Professional Regulation Commission (PRC) addresses the directives of President Ferdinand Marcos Jr. from the Sectoral Meeting with the Second Congressional Commission on Education (EDCOM II) in March.

The circular introduces distinct BLEPT examinations for each teacher education program specialization, as outlined in the 2017 CHED Policies, Standards, and Guidelines (PSGs). This advancement overcomes the limitations of the Teachers Professionalization Act of 1994 (Republic Act No. 7836) by ensuring accurate assessment for graduates of specialized teacher education programs, pending amendatory legislation.

The signing ceremony was attended by Palawan State University key officials, Dr. Ramon M. Docto, University President, and Dr. Mary G. Alvior, Dean of the College of Teacher Education. This marks a pivotal moment in aligning teacher licensure with program specialization, ultimately enhancing the quality of teacher education and practice not only at Palawan State University but in the entire country.
