Palawan State University (PalawanSU), through its College of Business and Accountancy (CBA) – Department of Public Administration, conducted a public service forum titled “Leading with Integrity: Strengthening Transparency and Accountability in Philippine Public Service under RA 3019” on October 29, 2026, at the PSU Amphitheater.
The forum aimed to deepen participants’ understanding of ethical leadership, transparency, and accountability in government service, particularly within the framework of “Republic Act No. 3019”, otherwise known as the “Anti-Graft and Corrupt Practices Act”. The activity also underscored the importance of integrity and responsible governance in promoting public trust and strengthening the delivery of public services.
The program commenced with the doxology, singing of the Philippine National Anthem and PalawanSU Hymn, followed by the welcome remarks delivered by Prof. Rosenne S. Salvador. Dr. Cheryll Anne C. Dator then shared an inspirational message, emphasizing the significance of values-driven leadership and ethical responsibility in public service.
The highlight of the activity was the discussion led by Atty. Thomas A. Lacandazo III, OIC Director of the Legal Office of Western Philippines University, who served as the resource speaker. His presentation focused on the principles and provisions of RA 3019 and their relevance to the responsibilities of public officials and employees. The discussion emphasized the importance of preventing graft and corrupt practices and upholding honesty, accountability, and transparency in the exercise of public authority.
An open forum and question-and-answer session followed, allowing participants to raise questions, exchange perspectives, and further clarify matters concerning ethical conduct and accountability in government institutions.
The activity concluded with the awarding of a token and certificate to the resource speaker, a photo opportunity, and closing remarks delivered by Prof. Rosene P. Millar.
Through initiatives such as this, PalawanSU continues to strengthen its commitment to developing socially responsible, ethically grounded, and competent future public administrators. By providing platforms for meaningful discussions on governance and public accountability, the University reinforces the principle that public service is a public trust and that integrity must remain at the core of every government institution.
The forum reflects PalawanSU’s continuing commitment to advancing quality education and promoting accountable, transparent, and ethical governance in the public sector.
