Palawan State University (PalawanSU) hosted an orientation on Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, on October 12, 2026, at the University Gymnasium, Puerto Princesa Campus. The activity brought together representatives from government, academe, and the private sector to strengthen awareness of policies that promote efficient, transparent, and accountable public service.

University President Dr. Venzon L. Limpiada delivered the opening remarks, followed by a special message from Mr. Karl Joseph D. Sanmocte, Regional Head of the Anti-Red Tape Authority (ARTA) Southern Luzon. The Puerto Princesa Chamber of Commerce and Industry, Inc. (PPCCI) also expressed its support for the initiative, highlighting the importance of collaboration between government institutions and the business community.

Representing PPCCI was Ms. Joyce A. Abog, an affiliate member of the Chamber and President of the Palaweño Bankers Association, Inc. Her participation reaffirmed the private sector’s commitment to advancing good governance, streamlining government processes, and fostering a more business-friendly environment in Puerto Princesa City.
The main orientation was facilitated by Mr. Jose Rondo D. Rocabo, Project Development Officer III from the Anti-Red Tape Authority (ARTA), who discussed Republic Act No. 11032, the Citizens’ Charter, and Customer Satisfaction Measurement. An open forum followed, allowing participants to raise questions and discuss concerns about the implementation of the law and its implications for public service delivery.

The program also featured a ceremonial oath-taking in support of the Ease of Doing Business initiative and ARTA, led by Mr. Sanmocte. Atty. Kenny Pe, Officer-in-Charge of the PalawanSU Chief Administrative Office (CAO), delivered the closing message.

Through this initiative, PalawanSU underscores the importance of inter-agency cooperation and public-private partnerships in promoting transparent, accountable, and efficient government services. By working with ARTA, the business sector, and other stakeholders, the University supports broader efforts to improve service delivery, facilitate local enterprise development, and contribute to sustainable economic growth.
