The Memorandum of Understanding (MOU) signing took place on September 14, 2026 at PalawanSU Main Campus, officially establishing a framework for joint exploration and partnership between DITO Telecommunity Corporation and Palawan State University (PalawanSU).
The event was attended by key representatives from both institutions, with PalawanSU represented by University President Dr. Venzon L. Limpiada, Vice President for External Campuses Dr. Maila N. Lucero, Data Privacy Officer Dr. Mary Joy Abueg, and Mr. Dustin Dale Aquino, Director, Office of the Management Information System, while DITO Telecommunity Corporation was represented by Mr. Luigi Lopa, First Vice President and Deputy Chief Revenue Officer-Enterprise Business, and Mr. Renato Castaneda, Head, Regional Sales, alongside DITO Consumer Team Mr. Neil Claraval, Ms. Rose De Torres, Ms. Jayvee Celestial, and Mr. Joearch Bienvinido. Under the terms of the agreement, DITO provides PalawanSU with complimentary access to its Application-to-Person (A2P) SMS Platform for one year to facilitate official university communications, alongside complimentary SIM cards and basic onboarding support.
Serving purely as an initial non-binding agreement, the MOU stipulates that any commercial undertakings or definitive commitments will require a separate formal agreement. The partnership is set for a term of 365 calendar days from execution, with either party holding the right to terminate the agreement upon 30 days’ written notice. Additionally, PalawanSU is required to comply with the Data Privacy Act of 2012 (RA 10173) and secure appropriate user consent when processing personal data. Both organizations commit to strict confidentiality standards, with user data remaining owned by DITO and pre-existing intellectual property retained by its respective owner.
