Palawan State University (PalawanSU) served as the host institution for the RA 12009 New Government Procurement Act (NGPA) Caravan, a three-day training program held from August 18 to 20, 2026, at Citystate Asturias Hotel, Puerto Princesa City.
The opening program featured a message from PalawanSU President Dr. Venzon L. Limpiada, represented by Prof. Marissa S. Pontillas, Vice President for Academic Affairs, who welcomed delegates from various government agencies within and outside Palawan. She emphasized the importance of strengthening knowledge and practices in government procurement and promoting efficient, transparent, and compliant procurement processes.
For Day 1, Ms. Michaela D. Saludsod-Etoquilla, a GPPB-recognized trainer from Palawan State University, served as the resource speaker for all three topics: Key Provisions of Republic Act No. 12009 and its Implementing Rules and Regulations (IRR), Strategic Procurement Planning, and Procurement by Electronic Means.
The sessions provided participants with a deeper understanding of the new procurement law and its application in government procurement processes. An open forum and synthesis session also allowed participants to discuss key points and clarify concerns raised during the discussions.
The three-day caravan aims to strengthen the capacity of government personnel in implementing RA No. 12009, while promoting more efficient, transparent, and compliant procurement practices across government agencies.
