Legal Basis

The efforts to offer the TNE Program to a broader clientele takes its inspiration from Article XIV, Sec 1 of the 1987 Philippine Constitution stating that “The state shall protect, foster and promote the right of all its citizens to affordable quality education at all levels and shall take appropriate steps to ensure that education shall be accessible to all “. This is the motivation behind the offering of the transnational programs to both local and international students.

The university Transnational Education Program likewise takes its impetus from Article 1.1 of CHED Memorandum Order No. 2, s. 2008 which states that the CHED recognizes the globalization, changing foreign policies, and liberation of the trade in goods and services worldwide which created a climate of borderless teaching and learning as well as expanded the opportunities for transnational education. The PSU BOR Resolution No. 96 s. 2009 dated November 20, 2009 approved the offering and granting of dual degrees for MBA and DBA to international, local and online  students.
